The concept of 'urban-rural relations', both as regards its analytical dimensions and its persuasive power as a policy concept, is open to much question. It is suggested that policy-makers perhaps need to develop an analytical focus on urban region flows, and a policy focus on critical linkages, nodes and dynamics as understood in specific local context. And research efforts should be directed to developing the knowledge base for such an approach.
