Poverty has emerged as the focus of concern for international agencies and the Kenyan Government. However this paper argues that defining and targeting poverty are complex issues calling for complex responses, involving the holistic improvement of the quality of education, as well as improving access. The paper draws its evidence primarily from the 1998 Kenyan National Primary Baseline. © 2001 Elsevier Science Ltd. All rights reserved.
