This short article discusses whether public bodies, particularly local authorities in the UK, will have the capacity to implement the global climate change agreement that was agreed at the COP21 meeting in Paris in December 2015. It stresses how government organisations will need to adopt joined-up approach to policy-making, embrace innovation and long-term thinking, and collaborate with non-state actors in order to achieve this. At the same time, they will need to retain the authority to influence and shape the behaviour of other actors in order to ensure that they achieve policy objectives.
