A use case is developed for semantic interoperability in the local government licensing process. Issues with current licence management systems are also considered. A system is then developed to meet the use case requirements. Development utilises the UK's Digital National Framework, "an industry standard for integrating and sharing business and geographic information from multiple sources"[1] and the standards and tools of the semantic web. A high level licensing process ontology is developed, while others are built representing specific licensing legislation. A licence management system is built which uses these ontologies in linking licence applications, including spatial information, to their legal framework. This allows engagement by licensing stakeholders who hold differing perspectives and understandings of the process and core objects.
