Long-term Socio-economic and Other Network Effects of Large Scale Infrastructure Investments in Urban Agglomerations

Abstract

Urban transport investments are usually implemented on the basis of urban transport planning and management criteria and therefore their evaluation is linked to performance in terms of transport operations (e.g. travel speed, travel safety). However, urban transport investments may have wider socio-economic effects not only along the corridor or within the areas that are designed to serve, but throughout the city-region and over time. An understanding of these effects is key to establishing the true value of these transport investments and thus research is needed in evaluating these socio-economic effects stemming from urban transport policies and investments. The main expected technical achievement of this research is to provide documentary evidence regarding the long-term social and economic effects of urban transport investments and policies (so called “indirect effects”), in order to inform city and regional authorities in their transport and related policy development and infrastructure planning, as well as to support relevant EU policies. The research is based on an analysis of implemented large scale infrastructure investments of different types (the ‘case studies’) using quantitative analysis together with stakeholder interviews. The 13 selected European case studies cover a range of city and intervention types (in terms of geographical distribution, city size, transport policies and investments) and are summarised in the Appendices 1 and 2. Most infrastructure measures studied are rail-based systems, but trolleybus, road improvement and cycle provision measures are covered as well. The research partnership involves 16 organisations (6 universities, 2 research centres, 7 consultancies) in 9 EU member states, an EEA country and an Accession country.
