This paper argues that what constitutes high quality public transport is defined by the objectives of the decision makers and the institutional regime they are working under. The first section gives an overview in a broad international context of the rationale behind the different types of institutional contexts high quality public transport planning for bus and light rail must adjust to. The second section takes the institutional context for given, as it is for operational purposes at any one point in time, and considers the links between how different settings affect network planning and the development of public transport. The last section synthesizes conclusions from studies of barriers and stimulations to the development of successful high quality public transport. This gives a lead for the direction of change that should be followed if and when changes to the prevailing institutional set-up are proposed.
